ISO disk image

An ISO image (.iso) is a disk image of an ISO 9660 file system. ISO 9660 is an international standard originally devised for storing data on CD-ROM. More loosely, it refers to any optical disc image, even a UDF image.

If disk image format is ISO type you can extract with Winrar.
For VCD movie files:
IF disk image format is non ISO type e.g. Bin & Cue format you may burn to a Compact Disc ReWritable (CD-RW) first. Then extract by copying MPGAV folder from CD-ROM to hardisk .
-Import the movie files(Dat)in the MPGAV and convert to desire output format in TMPGEnc 4.0 XPress or convert to DVD with ConvertXtoDVD
